Busy is not the same as moving

Owners point at packed days and call it progress. Packed days can mean the work is bouncing. Look at what actually finished last week, not who was occupied.

If finishing is rare, the problem is usually too much started, or a wait nobody has named. Hire more people into that pattern and you get more sitting work.
